Irish Taxi commission just don't have a clue

Got a information booklet from the taxi regulator that just proves to me
she has not a clue. Her facts and figures page shows Waterford and
county having just 227 Taxi licenses . This despite the fact we were over
200 on the old numbering system. Now how on earth could she identify how
many cars are in each county. The only way is by your address. There is no
other possible way. Can't be by the PSV driving license. There are over a
1000 of them alone in Waterford. Its by address and here is where she is making a huge error. You drive over the Bridge in Waterford and your in Kilkenny. Any
driver with an address there is operating in Waterford but has a kilkenny
address. Waterford has drivers from Newross ,wexford Moincoin and Carrick.
Also Dungarvan Co Waterford has 19 Taxis. Is she in CooCoo land. I note Co
Meath hign numbers and also the fact that a lot of rented plates in Waterford
are from that location. Even pre the new numbering system Waterford and
county had 216 Taxis. This fact and figure page is just an inditement of that offices stupidity.
